Presenting a Policy Laboratory Model Based on Key Success Factors for the Promotion of Industrial Enterprises

Abstract

Background & Purpose: Policymaking requires innovative and evidence-based approaches. Policymaking laboratories provide a suitable platform for developing, testing, and evaluating these approaches. These laboratories help to improve the effectiveness and quality of policies by creating an interactive space between policymakers, researchers, and society. Also, utilizing key success factors enables these laboratories to provide more efficient solutions in facing policy challenges. Therefore, the purpose of the present study is to design a policymaking laboratory model based on key success factors for the promotion of industrial enterprises.
Methodology: This qualitative research is of an applied nature in terms of purpose. Data were collected through semi-structured interviews with experts and managers, as well as a review of documentary sources, using purposive-theoretical sampling. The data obtained were analyzed using the data-based theory method and with the help of MaxQDA software.
Findings: Based on data analysis, 6 core codes, 35 optional codes, and 137 open codes were extracted in the field of policy laboratories. Causal conditions include: inconsistency between prescriptive policies and the actual needs of the industry; decision-making processes based on macro and imprecise approaches; lack of empirical and scientific support in policy design; lack of effective cooperation between government and private institutions; limitations in human and financial resources; lack of alignment between industry activists and policymakers; lack of up-to-date and reliable data; and complexity of the economic environment. Other components are also systematically presented in the final model.
Conclusion: The final model of this research, by identifying the main challenges and providing practical solutions, can play an effective role in improving the performance of Iranian industrial enterprises. This model, by emphasizing the key success factors, provides a suitable platform for the formation of a discourse among experts on various dimensions of the challenges of industrial enterprises. Following this model can also facilitate the policy-making process within the framework of policy laboratories.
