Model for Implementing Crisis Management Policies in Defense Organizations

Abstract

Background & Purpose: Crisis management in defense organizations is of particular importance due to the sensitive nature and critical missions of these organizations. The complexity of the security environment, the necessity of rapid response to crises, and the need for inter-organizational coordination have made the implementation of crisis management policies a major challenge. The lack of an integrated and structured model in the implementation of these policies can reduce the effectiveness of defense measures. Accordingly, the aim of the present study is to design and explain a model for the implementation of crisis management policies in defense organizations.
Methodology: This study is classified as applied research in terms of nature and was conducted with a qualitative approach in terms of data collection approach. The statistical population consists of senior managers and experts familiar with the field of crisis management in public and defense organizations. The sampling process was carried out purposefully and after reaching the theoretical saturation point, the number of participants was limited to 13 people. Research data was collected in the field and through semi-structured interviews. Thematic analysis approach was used to analyze the data.
Findings: The research results showed that the implementation pattern of crisis management policies in defense organizations relies on five main categories of factors. Structural-institutional factors include organizational frameworks, provision of resources and facilities, and the existence of supporting laws and regulations and play a fundamental role in the implementation of policies. In the managerial-strategic dimension, effective leadership and command, the development of clear and systematic policies, and a continuous monitoring and evaluation system are considered the most important requirements. The findings also indicate that improving human resources and strengthening cultural dimensions through training and empowerment, strengthening motivation, and improving the psychological resilience of employees have a direct impact on the success of policies. In the technological-informational domain, the development of technological infrastructure, efficient management of information and communications, and support for innovation and indigenous technology were identified as essential. Finally, in the environmental-interactive dimension, inter-organizational cooperation, constructive communication with the community, and the use of defense and regional diplomacy were identified as complementary factors for improving the efficiency of implementing crisis management policies.
Conclusion: The combination of structural, managerial, human, technological, and environmental factors enables effective response to critical situations and strengthens the ground for enhancing the resilience and sustainability of defense organizations.
