Background & Purpose: Political games of managers in government organizations are a complex phenomenon that affects decision-making processes, resource allocation, and organizational sustainability. Studying its dimensions helps managers and policymakers to reduce its negative consequences by adopting appropriate approaches and to utilize its positive capacities to achieve organizational goals. The present study aims to design a pattern of factors of political games of managers in government organizations, and to identify and explain key variables in this area.
Methodology: This study is an exploratory mixed-methods research. Thematic analysis was used in the qualitative phase, and a descriptive survey strategy was employed in the quantitative phase. The target population in the qualitative phase consisted of 18 experts and specialists in the field of management and government organizations, who were selected using purposive sampling. Data in this phase were collected through semi-structured interviews. In the quantitative phase, 175 managers of government organizations were selected using simple random sampling. Data in this phase were collected through a researcher-developed questionnaire and analyzed using structural equation modeling.
Findings: Using thematic analysis, 63 basic themes and 10 organizing themes (social, economic and financial, cultural, legal-political, content, control factors, decision-making factors, growth and success motivation, negative motivation/negative perception and performance motivation) and 3 overarching themes of structural, contextual factors, and behavioral factors were extracted. Additionally, based on the findings from structural equation modeling, the research model was validated and confirmed.
Conclusion: The pattern of factors of the political game of managers in government organizations shows that politics in these organizations is inevitable and is influenced by a set of factors. A correct understanding of these factors and how they interact can help design solutions for more effective management of the phenomenon of politics in government organizations.
