Background & Purpose: This research aims to analyze the pattern of passive defense strategies in sports crisis management.
Methodology: The research method is a qualitative case study with a systematic data-based approach and the participants are sports managers in Iran. Using the purposive sampling method and theoretical saturation technique, key informants (including 15 people) were interviewed. The tool used to identify factors was semi-structured interviews with focus groups) and document study. To ensure the validity and reliability of the study, the Linoclon and Guba assessment method was used.
Findings: In this study, four categories of strengthening physical and security infrastructure, human resource readiness and training, cyber threat management and prediction, and inter-organizational cooperation and coordination are considered as causal conditions for the existence of support and political will, the existence of financial resources and facilities, culture and public awareness in the field of passive defense, and organizational structure and inter-organizational coordination as the main contextual factors, and two categories of external threats and global crises, and changes in domestic policymaking and national priorities as intervening categories. In this study, inter-organizational coordination and cooperation strategies, reactive and confrontational strategies, and preventive and safety-building strategies were considered as the strategies of this study, and security and protection consequences, economic and financial consequences, social and cultural consequences, and the isolation of the country's sports at the global level were the concepts related to the consequences of the model.
Conclusion: Therefore, considering these consequences in sports policies will not only help increase the security and resilience of the country's sports, but will also enhance the international status of Iranian sports and improve global interactions in this field.
