In the digital age, cyber warfare has become one of the key factors in changing the balance of power in the international system. Due to the rapid growth of cyber technologies and their increasing influence in the military, economic, and political fields, cyber war has emerged as one of the key factors in changing the balance of international power. In this study, two important theories in international relations, i.e., neo-realism and the theory of power transfer, are used to analyze the complex cyber relationship between the United States and China. The key question that this research seeks to answer is: Will the United States be able to maintain its cyber superiority, or will China manage to change this balance by rapidly developing its cyber capabilities?The research findings show that the United States still has the upper hand in cyber warfare, but China is rapidly developing its cyber capabilities and trying to shift the balance of power in its favor. The most likely scenario by 2035 is that the cyber competition between the US and China will lead to limited and controlled attacks, without a full-scale cyber war, but that tensions and cyber threats will continue between the two countries.
