The main goal of the research is to "achieve a strategic plan for the passive defense of the oil-rich areas of the south (Khuzestan)". In this regard, while taking advantage of the upstream documents in the field of passive defense, the constitution and other existing laws in the country, the country's 20-year vision, the general policies of passive defense announced by the Supreme Leader, the documents announced by the Ministry of Oil, as well as the research conducted, according to the notification of the Higher Defense University Nationally, a strategic research plan has been prepared. In this regard, a questionnaire has been prepared in which the environmental factors have been calculated, and based on that, the IFE and EFE tables and the allocation table of certain resources have been prepared, and then the main strategies have been prepared using the SWOT method. The statistical sample population was also selected from the number of 15 experts in the strategic field, passive defense and experts in related fields and using the full number method. After obtaining the opinions of the statistical community, the data was analyzed using descriptive, inferential, and Delphi statistical techniques and methods. The result of the research includes compiling the directional elements (principles-vision-mission-major goals) of planning and compiling 5 main strategies from the combination (12 strength factors, 16 weakness factors, 12 opportunity factors and 9 threat factors) using the university strategy formulation method. Excellent national defense has been done. The prioritization of strategies, implementation requirements and strategies for realizing strategies and the effect of each of the strategies on the macro goals are also among the other results of the research.
