Today, the regulations are almost an integral part of the organizational structure of all armies in the world and are compiled and compiled with great sensitivity. Drafting and revising regulations as a necessity has a direct and significant impact on the tactics and strategies of any organization and plays an important role in its success and the achievement of its goals and missions. Therefore, paying attention to a scientific approach and adopting the best method to advance the goals in this field, according to the conditions of the battle scene, considering the speed of changes and the effect of various components on it, is of special importance. army and taking advantage of the experiences of friendly and allied countries, the researcher in this research has made a comparative comparison in these countries. In this research, an attempt has been made to find out the similarities and differences in the way of drafting and revising the regulations based on documents, documents, rational analysis and the experiences of experts in this field based on the scientific method in order to lay the groundwork for the development of this field in the armed forces. The statistical community of the research was considered to include two groups of experts and specialists, the expert group helped to complete the theoretical literature by participating in in-depth interviews and the snowball technique, and the second group included experts in the educational, staff and support departments of the universities of the armed forces. Based on the statistics, the number of 100 eligible people was identified and in order to complete the questionnaire, they formed the entire sample population; In the following, the researcher analyzed the materials using a mixed method in the form of quantitative and qualitative analysis. The reliability of the questionnaire was calculated based on Cronbach's alpha of 0.7, which shows the appropriate reliability of this tool in the research. The results of this research confirm the fact that there are 14 differences and 9 similarities in the way of compiling and revising the regulations of the Islamic Republic of Iran Army in a comparative comparison with There are friendly and allied countries in the areas of needs assessment, organizational structure, process and cycle of compilation and evaluation, which enables the armed forces to take advantage of these differences in improving knowledge in the field of drafting and revising regulations. to do
