Urban infrastructure is the main and basic part of urban facilities and equipment, which in addition to facilitating the lives of citizens, also play an important role in the continuity of city life. Today, these infrastructures are considered as the most important destinations in terrorist attacks on cities, and from this perspective, any disruption in them paralyzes other urban functions. In this space, one of the main strategies in protecting urban infrastructure and reducing their vulnerability is to enumerate macro passive defense strategies in this area, which has been proposed as the main goal in this study. In this research, after addressing the theoretical foundations, using descriptive-analytical method, through documentary and library studies, questionnaires, interviews and intellectual interaction with elites (think tank and brainstorming) to understand the internal and external environment as well as analysis And their analysis in the form of major issues, challenges and drivers, then the strategies in this area in the form of 11 macro strategies such as "Safeguarding and reducing the vulnerability of urban infrastructure while respecting their security and importance against terrorist threats" and "Equipping urban infrastructure and "Maintaining their continuity in the face of a terrorist threat" By conducting this research, strategies of one of the functional and basic areas of the city against terrorist threats have been developed, which by implementing and turning them into executive plans, urban infrastructure can be reasonably protected against terrorist threats.
