Background & Purpose: Evaluating the quality of education in military universities is of paramount importance due to the need to train specialized and prepared personnel for critical conditions. Given the fundamental differences between military and civilian education, existing evaluation models (such as SERVQUAL and CIPP) do not fully address the specific needs of these environments. The objective of this study is to design a conceptual model for the systematic evaluation of educational quality in Iranian military universities.
Methodology: This descriptive-analytical study employed a mixed exploratory approach (qualitative and quantitative). Qualitative data from 25 experienced professors and administrators of military universities were analyzed using MAXQDA software and open coding content analysis. Quantitative data from a sample of 420 participants (80 professors and 340 students) were analyzed using SPSS for exploratory factor analysis and AMOS for confirmatory factor analysis to validate the model structure.
Findings: The proposed model identified four main dimensions—teaching, learning, curriculum, and management and support—with 12 components and 40 indicators. Model fit indices confirmed data compatibility, with composite reliability above 0.7 for all dimensions. Each dimension showed a statistically significant positive relationship with educational quality (p < 0.05), explaining 68% of the variance in educational quality.
Conclusion: The proposed conceptual model can serve as an effective framework for evaluating the quality of education in military universities. Comparison with the SERVQUAL, Baldrige, and CIPP models revealed that the proposed model is innovative due to the inclusion of operational indicators and the integration of military disciplinary requirements in the management dimension. The coefficient of determination (R² = 0.68) was higher than that of the CIPP model (R² = 0.55). It is recommended that this model be piloted in one or more military universities, with the results analyzed to assess its practical efficacy.
