Background & Purpose: Given the strategic importance of DAJA's comprehensive scientific plan and the implementation challenges it faces across armed forces institutions, this research identifies and prioritizes barriers to implementing the plan at Imam Ali Officer University. By systematically examining these obstacles, the study aims to support their resolution and help achieve the plan's objectives within the university setting.
Methodology: This applied and exploratory research employed qualitative methods and thematic analysis, followed by analytical hierarchy process. Data were collected through 7 semi-structured interviews with academic, university, executive, and staff experts. Interview transcripts were analyzed using MAXQDA software and Attride-Stirling's thematic analysis approach across three stages: basic, organizing, and comprehensive themes. Identified themes were then weighted and prioritized through expert panel questionnaires using analytical hierarchy process and Expert Choice software.
Findings: Data analysis revealed 2 global themes: organizational structure development and continuous improvement of discourse-making, along with 5 organizing themes: discourse development importance in plan implementation, senior managers' plan mastery, inadequate organizational structure alignment with plan objectives, missing strategic hard tools, and weak executive management. Using analytical hierarchy process, discourse development in plan implementation received the highest priority weight.
Conclusion: Successful implementation of a comprehensive scientific plan requires directing organizational attention toward the plan itself. Employees should incorporate the plan into their daily work and conversations, while university implementation leaders must foster ongoing discourse about it. Without proper understanding of the plan's components, monitoring adherence to objectives becomes extremely difficult. Conversely, when employees are informed and committed to the plan's importance, achieving results becomes significantly easier and faster.
